This is a fairly straight-forward scene in which Owen has send out word to the Cainites of the city that he has a few proclamations to make. Things get a bit tense when a newcomer tries to watch the proceedings from the shadows but things quickly take a turn for the better. The Cainites gathered choose two Bishops, Murdoch Bratos and Uncle Vicker, and one is under consideration being the Professor. They talk about what to do about the Archbishop and also the sudden lack of funds around the city.

Owen comes out of his room in the communal haven after hearing about the financial issues others in the pack have been having. He convenes with both Vicker and Bill and try and figure out what exactly went down. Moreover, they discuss the latest proclamation of the Archbishop which leads to Vicker making one of his own.
